Safer Sphere has launched a new Building Safety Occupation service to support Accountable Persons and Principal Accountable Persons responsible for occupied higher-risk residential buildings.

For occupied higher-risk residential buildings, the duty to manage building safety risk continues through the life of the building. Accountable Persons and Principal Accountable Persons need clear responsibilities, reliable information and practical arrangements that can be evidenced when required. 

This is where our new Building Safety Occupation service supports clients. 

Led by Mark Chubb, Associate Director, the service has been developed to help dutyholders understand their position, identify gaps and put the right arrangements in place for managing in-occupation duties under the Building Safety Act 2022. 


Practical support for APs and PAPs 

The in-occupation regime places important responsibilities on those managing higher-risk residential buildings. These duties cannot be treated as a one-off compliance exercise. They need to be understood, managed and maintained.

Helping clients know what to do first 

Many organisations already hold large amounts of building safety information. The challenge is often knowing whether that information is complete, current and usable. 

For clients responsible for occupied higher-risk residential buildings, this can create uncertainty. Information may sit across different teams, systems, consultants and legacy records. Responsibilities may be unclear. Processes may exist but may not be embedded or evidenced in a way that supports regulator engagement.

Mark brings significant experience in the regulation of higher-risk buildings. He has worked in partnership with Fire and Rescue Services and has direct experience with the Building Safety Regulator, including involvement in setting up its Part 4 in-occupation service. 

He has also built strong sector relationships across organisations including the Ministry of Housing, Communities and Local Government, the Building Safety Regulator, the Local Government Association’s National Fire Safety Joint Inspection Team and multiple local authorities. 

This experience gives clients access to informed, practical support from someone who understands both the regulatory context and the operational reality of managing occupied higher-risk buildings. 

 

Supporting the full building lifecycle

The launch of Building Safety Occupation extends this support into the occupied phase of higher-risk residential buildings. 

This reflects a growing need in the market. Clients are looking for clear, technically sound advice across design, construction and occupation as the building safety regime continues to develop.
