Gateway Two Approval The Stage, Luton

Construction is officially set to begin in the new year on The Stage.

A flagship £136m regeneration scheme in the heart of Luton that has now received Gateway Two approval from the Building Safety Regulator.

Located on the former Bute Street Shoppers car park, the mixed-use development will deliver:

  • 292 new homes, including 84 affordable rental units

  • Commercial space and a new 600-capacity performance venue

  • Food and drink provision, plus a landscaped public garden square

The Stage forms a key part of Luton’s Town Centre Masterplan and is supported by £20m from the Government’s Local Regeneration Fund. It is designed to unlock inclusive growth and support long-term transformation of the area.

Safer Sphere is proud to be acting as Building Regulations Principal Designer Advisor on the project, supporting compliance through design and helping ensure the scheme meets its duties under the Building Safety Act 2022.

Councillor James Taylor, Portfolio Holder for Regeneration and Inclusive Growth at Luton Council, described the project as a “crucial element” of the wider town centre strategy.

“This project will help transform the area into a vibrant space we can all be proud of…After a national delay in regulatory approval, we’ve now received the green light to move forward.”

Sustainability is central to the design approach, with energy-efficient buildings, solar PV panels, sustainable urban drainage systems, and enhanced public realm all forming part of the scheme.

Willmott Dixon, appointed via SCF Frameworks, will lead construction, with WSP and RLB as Employer’s Agent and Project Manager, and Artelia UK as Quantity Surveyor.

This is a significant milestone for The Stage and a moment of shared celebration for everyone working to deliver safer, future-ready regeneration!
