Safer Sphere is supporting Peel Land and Property in the delivery of Liverpool Waters, one of the largest regeneration programmes in Europe. Acting as CDM Client Advisor, we provide ongoing health and safety assurance across the programme. This includes design risk reviews, regular site inspections, coordination with multiple project teams and the development of estate-wide safety policies. Our involvement helps ensure that safety, assurance and compliance are embedded into every stage of the programme’s delivery, supporting Peel Waters’ long-term vision for a safe, sustainable and high-quality waterfront for the people of Liverpool.
Central Docks is the largest of the five neighbourhoods within the Liverpool Waters masterplan, spanning 26 acres and set to deliver around 2,350 new homes, including affordable and build-to-rent housing.
The groundbreaking event, titled “From Foundations to Futures”, marked the beginning of the £71 million infrastructure works that will unlock this new waterfront community. Civic leaders, project partners and more than 100 students attended the ceremony, reflecting the project’s commitment to nurturing local talent and creating pathways into construction and regeneration careers.
Peel Waters has appointed GRAHAM as the principal contractor to deliver the infrastructure works and construct Central Park. The £71 million contract forms the majority of the £81 million total project cost, supported by £55 million in funding from Homes England and £26 million from Peel Waters. Liverpool City Council is acting as the accountable body for the grant.
Central Park will be the focal point of the neighbourhood, providing a five-acre green space with hundreds of new trees, play areas, sports and leisure facilities and improved walking and cycling routes.
Work on the Central Docks infrastructure and Central Park is expected to complete by late spring 2028.
Liverpool Waters covers over 120 hectares of dockland and will deliver:
Over 10,000 new homes
400,000 sqm of hospitality, commercial and retail space
A new cruise terminal and ferry terminal
A conference centre and waterside amenities
A site-wide domestic heat network
A new home for Everton Football Club

Our digital risk management suite supports communication and visibility across multiple project teams. It captures site risks in real time and presents them via a live dashboard to Peel’s board.
We work directly with Peel on the ground, reviewing site activity and boundaries to feed up-to-date insights into project risk registers.
Developed to clearly communicate Peel’s expectations on safe working practices across all contractors and stakeholders.
We support Peel in their strategic design review process, ensuring that health and safety considerations are integral to every design proposal.
We’ve developed a bespoke Water Safety Policy for Peel, covering all waterside assets as part of a long-term commitment to public safety.
