HSE confirms 1st of October start date for all HRB registrations
Confirmation finally arrives from the HSE that the registration process for all HRB’s will commence from October 1st 2023, with The Building Safety Regulator overseeing the new Gateway Regime for all higher-risk buildings, both new constructions and renovations of high-risk buildings.
The Building Safety Regulator under the HSE will oversee all HRB projects that have not formally commenced by 4th April 2024.
18m threshold confirmed for all residential buildings
The Government has confirmed that at least two staircases will be required in all new residential buildings above 18m, in a move aligned with local policy in London.
Industry commentators have questioned how the new 18m height, lower than the previously consulted 30m height threshold, will impact the supply of new homes.
The Government is clear that this new regulation cannot jeopardise the supply of homes by disrupting schemes that have been planned for years. DLUHC will work rapidly with industry and regulators over the summer to design transitional arrangements to secure the viability of projects already underway, avoiding delays where there are other, more appropriate mitigations.
